Abstract
The relevance of the problem «professionalism as a sociocultural phenomenon»is due to changes in the labor market, unpredictability and dynamism of regulatory transformations caused by the motivation decrease among specialists. Factors of forming professionalism at personal, cultural and social levels are considered. In the Weber model framework, the leading factors to form professionalism are a high level of responsibility to society and the profession perception as a vocation. It is proved that the differentiation of the concepts «specialist» and «professional» as stages of professional growth is conditioned by the level of forming creative abilities to elaborate new solutions and self-development motivation. The author concludes that in»quasi-market»conditions, the achievement of professional status by an individual within the Weber model framework, which assumes the unity of the personal and social, is a consequence of certain personal and socio-cultural attitudes, rather than a reflection of expected financial benefits. The analysis of professionalism as a sociocultural phenomenon in the context of social transformations has shown that in addition to factors determined by the individual»s personal qualities, one of the most important is the model of administration in the society (state). More precisely, the structure-forming activity of public administration, which consists in creating conditions to develop professionals and form their motivation for self- realization.

Abstract
The article is devoted to studying the peculiarities of the formation of a regional stability system in the crisis of mono-polar geopolitical projects. The characteristics of the social transformations peculiar to the modern world community are given. The author reveals the specifics of the relationship in the global-regional world order. The creation of adequate principles of the new world system involves appealing to the society historical roots, where self-identification of a particular society took place. The author»s position is based on the thesis that the region occupies a special position among the most important subjects of globalization. The growing authority of the region as a real subject of world politics has led to the demand for a new system to counter globalization pressure. Separate part self-sufficiency of the world space has caused a new system of stability. In addition, a new system of relations between parts of the geopolitical space is being formed. The threat of sociocultural identity loss determines the regional vector activation. The author reveals the specifics of interacting global and regional factors in the crisis social space. The author concludes that humanity natural desire for integration does not preclude the regional activity in the economic and cultural fields. The article shows that solving the problems of modern Russia involves taking into account the traditions historically developed in the vast Eurasian region.

Abstract
The paper considers processes of the managerial activity dynamics in the context of changing the economy technological patterns accompanied by the global financial crisis, and aggravated by the coronavirus pandemic, which led to localization, slowdown and even partial paralysis of many processes of socioeconomic development. Through the prism of ongoing the society socioeconomic changes, probable trends are described which transform the undergraduate curriculum content of the training direction «Management» in the higher education system in modern conditions of the post-industrial economy development. As a description results of the process evolution of developing the practical applied directions of management synchronized with the concept evolution of developing management as a science formed within the framework of economic activity business cycles by K. Zhuglyar, it is shown that the next decade (2020-2030) the greatest development in the management practice (due to the socioeconomic development characteristics in the reviewed period) will receive such areas as communication management and coordination management.

Abstract
The article presents the results of studying the security meanings in subjects under extreme conditions of significant negative information amounts affected them. The relevance of addressing the problem is due to the determinism of security subjective meanings, the context of their production, and insufficient study of this circumstance in works of predecessors. The work objective is to study the semantic core of security of subjects suffering information pressure. The following tasks are solved: identifying the security meanings of subjects under information pressure; establishing their semantic core of the security category; building a hierarchy of security meanings for the declared subjects. The research is taken a sample of 100 students studying in a number of metropolitan and regional universities. The main method is an associative experiment, which considers «security», «everyday security», and «acquired security» categories as incentives. The expert evaluation method was used as an auxiliary one to process empirical data. According to the study results, most of the significant elements (entering the center and near periphery of an associative field) have a stereotypical nature – 59.1 %, situational-conditioned nature – 31.8 %, value nature – 9.1 %. The semantic core of the security of respondents under information pressure is formed of universal values, probabilistically added by components of a stereotypical nature. Situational and stereotypical elements are attached to the semantic core of security. The scientific novelty consists is in studying the security meanings of respondents, who are in a situation of information pressure. Empirical confirmation of obtaining the security meaning by a variable part due to the conditions of finding the subject of their producing is significant. The further research prospect is seen in comparing of the security semantic core of actors that are in extreme and everyday conditions of life, as well as the expansion of the types of extreme situations to explore the conceptual core of security.

Abstract
Any country positioning itself as a democratic, secular, legal and social state asserts human being, his life, rights and freedoms as the highest values. In this sense, the Republic of Kazakhstan and the Russian Federation are no exceptions, and they promote respect for these values building their domestic and foreign policies as aimed at improving the life quality of their citizens, regardless to their religion and social status. Therefore, a policy priority is to ensure equal opportunities for all categories of citizens to exercise their constitutional rights. The principle of equal opportunities for people to meet their immediate needs is at the heart of inclusion. Inclusion is the final stage of creating a barrier-free environment, in which any member of society can freely study, work and receive various services. Therefore, studying the inclusion current state in the society and prospects for its development is quite an urgent problem. The article discusses the problematic aspects in forming the inclusive society, states and prospects of developing the system of inclusive education in Kazakhstan and Russia; pays attention to the role of inclusive culture. Cases of the inclusive culture formation in inclusive education are given. It describes own experience of developing an inclusive culture among government and civil servants during training and research activities to develop sign language skills. The authors conclude on the need to modernize public and individual consciousness in order to change the attitude to the inclusion problems.

Abstract
The article considers the teaching experience of course «Critical Argumentation and Design-Thinking» at St. Petersburg National Research University of Information Technology, Mechanic and Optic (ITMO) in 2018–2020, and the ways to solve theoretical, methodical, and methodological problems during its development and realization. The course mission is the practical implementation of a new trend in philosophy – the philosophy of critical thinking, which the authors develop related to texts and speeches. The central issue of the article is the description of the teaching approaches and content of practical classes aimed to master the critical and creative argumentation skills in three aspects: identification, analysis and evaluation. The authors show how to solve educational, methodological, didactic and administrative tasks, which are to combine reactive and analytical competencies of critical thinking with projective and creative competences, or design-thinking, in a course; to choose one textbook suitable both English and Russian tracks of the course, and to compile a corpus of tasks and exercises to control the lecture content of the course; to subordinate the content of lectures and practical exercises to the tasks of mastering the competencies established by federal standards according to curricula academic tasks prescribed by the university administration. The article presents the course structure; practical class plans accompanied by a detailed description of their performance; details of using specialized software, and plans to prepare educational debates, and to create a bank of examination tests. It gives recommendations on organizing the students» work in small groups during lectures and practical classes implementing the principles of active peer-to-peer learning, and on organizing educational debates and exams.

Abstract
The article examines cybernetic modeling of the systemic management of the municipality strategic development in the Russian Federation. According to the Federal Law of the Russian Federation No. 172‑Fz on 28.06.2014 «On Strategic Planning in the Russian Federation»and Federal Law No. 131‑Fz, the local self-government bodies form the Strategies of the socio-economic development of their own territory depending on the natural-climatic and socio-economic features. They create municipal programs and projects in strategic directions, growth points that ensure the strategic development of municipal education, taking into account the Strategy of the subject of the Russian Federation and Presidential Decree 204 dated May 7, 2018 «On the national goals and strategic objectives of the Russian Federation development for the period up to 2024.»The problem of modeling municipal education as a research object, and presenting the process of systemic management of strategic development of this type of objects will allow the local authorities to predict the state of the object and its strategic directions, as well as determine the level of its development. The process of the object and its strategic directions systemic management is carried out by making effective decisions, analyzing two groups of indicators: quantitative (how many activities are approved and how they are executed); and qualitative (how the indicators have changed while implementing program measures). This cybernetic and mathematic model of the object systemic management allows those responsible for the result to make objective managerial decisions to achieve indicators of the object strategic development.

Abstract
The authors examine historical material devoted to the process of institutionalization of new academic disciplines in the USA in the 1960-90s to identify the factors of emerging relevant problems of identity politics in the USA. They consider the content of the theoretical apparatus of these disciplines and their political role in forming self-consciousness of American citizens. The article defines the basic concepts and reveals the problems appearing at the discourse of social justice. Particular attention is paid to the «left» (in the current perception) strategies of community fragmentation aimed to solve the historically developed problems of social injustice. The paper determines social genesis of discursive and narrative practices involved in the process of constructing new collective identities of the USA and «new» historical self-awareness; outlines the complex strategies of cultural identification and discursive mechanisms of social organization, which the perceptible functioning is articulated in the American community through the rhetoric of «the interests of discriminated groups». The author determine structural components of political narratives circulating in American public life; consider political correctness as a program that claims to structure subjectivity through linguistic unification. They conclude that the institutionalization of disciplines on the social history of minority and discriminated groups in the American higher education system during the period of New Left movement activity is a factor in nowadays polarization of the US public life. According to the authors, the left movement faces the need to re-evaluate its political and philosophical programs, but the question of the time of re-evaluation to be completed remains open.

Abstract
The article analyzes problems of the classical Humboldt University in a context of modern scientific and educational technologies; emphasizes the University significance for the whole international system of university education. Among the multitude tasks historically solved by the university, the authors pay special attention to problems of the classical disciplinarity of university education, and the personal and state identity formation. At the same time, disciplinary issues are analyzed in their classical and nonclassical forms. In particular, the new disciplinarity features are considered. Likewise, identity problems are explored in different contexts as well. Various forms of presenting these problems are revealed, including reconstructing ways of identity formation, which contains contexts of self-education, general contexts of culture, urban identity formation. The article highlights the role of narrative and narrative identity in forming personal and cultural identity, and transmitting socio-cultural meanings and values. It reveals the changeable temporal nature of identity. It is shown that language is associated with structuring a person»s narrative identity. Following J. Lyotard, the authors show that narrative knowledge is built within its language game frameworks; demonstrate the role of alienation and cognitive appropriation in the narrative creation processes. The paper consistently suggests that modern conceptual apparatus of identity and disciplinarity problems can be applied to analyze relevant issues both in modern conditions, and in the history of education and culture. Moreover, this method of analysis leads, in turn, to enrichment of the used conceptual apparatus itself. The research methodology is based on such concepts as methodology of text expert analysis, text informal analytics, discourse analysis, conceptual analysis.

Abstract
The state policy in the education sphere requires a mandatory transition to the new updated federal state educational standards of secondary vocational and higher education, developed taking into account the professional standard requirements. However, excessive overload of many standards with competencies entails a significant increase in the number of multidirectional disciplines in the curriculum. To reduce this congestion, it»s demanded the academic freedom of higher education organizations, the development of new standards of the fourth generation, and the revision of existing requirements and norms within the framework of updating the legislative and regulatory framework. More than 60 changes and additions have been made to the federal law «On Education in the Russian Federation» designed to improve the quality of educational services, the inspection effectiveness of compliance with educational legislation, and fill in the gaps in legislation. Changes are constantly being made to by-laws of the Ministry of Education and Science and the Ministry of Public Education of Russia. In this regard, the urgent question arises of conducting a large-scale analysis, revision and verification of generally accepted normative legal acts in the educational sphere, which they have been adopting long ago and hinder the education development nowadays. It is necessary to exclude excessive requirements and norms associated with applying the «regulatory guillotine» the mechanism, reduce the supervisory burden on educational organizations, move the regulator from the «punisher» role to the «assistant» one that define the vector of correct interpretation and implementation of legislation for universities. The article provides cases of inconsistencies with the current regulatory legal acts, outlines existing problems arising from the excessive load on educational organizations. It describes the planned changes in educational legislation.

Abstract
The problem of forming entrepreneurial competencies in university education is especially relevant at the modern stage of the society digital development and professional education advancement. The widespread use of technology in the life and professional activities of modern people has led to displacing other types of communication by digital information carriers. The term «digitalization» has entered the everyday private and professional vocabulary from specialized literature. The author examines the theoretical and technological aspects of forming entrepreneurial competencies and their features in a modern university in the vocational education digitalization context. The article methodological bases are competency-based and technological approaches. Analyzing the traditional ways and mechanisms to form entrepreneurial competencies in a modern classical university, the author studies the essence and features of applying peerteaching and case technology in university education. The main paper issue is to consider effective technologies of forming student entrepreneurial competencies under conditions of the university education digitalization. The features of using online content and electronic modern technologies in the objective challenges of the 1st quarter of the XXI century are updated. The work object is the technology of forming entrepreneurial competencies at the university. The subject is effective technologies of university education in the context of its digitalization. Abstract
The problem to form a research culture of cadets as a leading factor the whole research activity at a military institute strengthens the aspect of managing this process in the logic of systems «human – scientific and technical information», «human – sign system» and «human – technology». This determines the choice of a specialized approach to management, sharpens the preference for partners, and identifies participants of such work. The approach choice is evaluated by a combination of positive aspects of traditional driver that is to achieve a predictable result, and taking into account the specifics of the educational institutions, which graduates must have a high technical competence. Therefore, the approach is system-technological one. The partners of a military educational organization can only be those who in their technological line have offers coinciding with military professional training of the military institute cadets. These partners are production enterprises obtaining high technical and knowledge-intensive status and located in the region, which allows the cadet of the military institute to attend and participate in the research of technical engineers. The military institute has a sufficient number of constantly replenishing corps of settled officers-teachers, who join the fiveyear cycle of forming the research culture of cadets, are able to prepare a graduate of the military institute with significant scientific and technical potential. The proposed research problem has practice-oriented character. The article identifies the research culture structural components, the bases of integrating educational, professional and research activities.

Abstract
The research problematics relates to the general crisis of the higher education paradigm, disintegration of external factors and the internal ideal prototype of the education highly organized structure. The article objective is to identify the student audience’s consciousness intentions in the field of self-realization, education and career objectified during the pandemia due to the radical functional turn of the education sphere towards the remote digital environment. The new conditions determine the processes of crystallization of explicit and implicit needs, trends and problems in many areas of public activity, and especially in the field of digitalization of higher education. The social and personal consciousness intentionality becomes nowadays a multi-faceted layer, which research aims to materialize the needs and aspirations of new generations in the self-realization sphere. The research methodological basis is the current concepts of the digital society and digital educational environment, as well as the information society theory. The study methodology is surveying full-time students of bachelor’s and master’s programs during distance learning. According to objective to identify the student intentions, which external and hidden meanings are emphasized and objectified at this period, the surveying tasks are the following: 1) determining the effectiveness level of distance learning from the view point of the subject of educational process (student audience); 2) identifying the essential and related problems of online learning; 3) revealing the needs, expectations and aspirations of young people in the self-realization, continuing and international education, career sphere. The study results show that half of the students are dissatisfied with the distance learning format. Problems are associated with rising the volume of independent work, deficit of user competencies, lack of methodological support and orientation in incoming information flow growth, psycho-emotional overloads due to an unusual lifestyle and training, and decrease in motivation to learn. Along with this, first-and second-year students demonstrate a desire for education in general; interest in learning additional knowledge and skills, international contacts in the training process; readiness for self-realization and obtaining a new socio-cultural experience.

Abstract
Modern educational practice is looking for ways to optimize its work. Many modern scholars of education believe that social institutions must evolve to deal with challenges and opportunities of a changing present and unknown, unpredictable future. These paths, like education itself, are rather numerous. Their understanding and study can carry out and is partially goes on at various levels, in various contexts, changing both education as such, and educational and labor relations. The research objective is to understand the problem of studying individual educational paths of the teacher supplementary education in the context of solving such problems as: 1) to increase the productivity and effectiveness of professional training and activity of future teachers, 2) to improve education, training and professional work of future specialists and specialists involved in their retraining, 3) to organize and optimize psychological and pedagogical support of modern educational and other professional work of teachers in the general and further education. Methodology. The work contains a theoretical understanding of the problem of studying individual educational paths in the additional education of teachers to rise the productivity and effectiveness of educational and professional training, and the activities of future teachers. The study is the development of the idea on the need for a systematic analysis and search for holistic strategies for understanding and resolving the problem of studying individual educational paths in the teacher additional education of s in the context of increasing the productivity and effectiveness of educational training and the activities of future teachers. The study results. The paper notes that the centuries-old history of research on ways to optimize education in philosophy, culturology, sociology, pedagogy, psychology and other sciences allows us to identify several leading semantic guidelines that are continuums essential to develop and implement the programs, methods and techniques to form the aspects. The paper highlights main continuums of understanding the education as a process and the result of forming and developing a person as an individual, partner and professional. The issue of studying individual educational trajectories in modern pedagogy and psychology is a problem that should be based on numerous studies of human education, training and upbringing as a person, partner and professional, accumulated by Russian and foreign science throughout the education emergence and development. It’s closely related to interpreting possible scenarios of the education transformation in the future, creating the education foresight projects.

Abstract
Modern labour market conditions are updated by the transition to a competent approach and training specialists in accordance with the requirements of professional standards. In the educational environment, there is also a transition to Federal State Educational Standard++, which is related to the introduction of new requirements to form universal competences among future specialists, where project competences are of importance. The evidence is UК-2 competence which consists in the ability to determine a range of objectives in the goal frameworks and choose the best ways to solve them based on existing legal norms, available resources and limitations (for the baccalaureate level), and the ability to manage a project at all stages of its life cycle (for the master «s level). The relevance of project activities in the educational environment is undeniable, as this approach develops students, motivates them to independently search for information, carry out scientific and practical research, and introduce the obtained results into professional activities. Social design technologies include special educational significance that places high demands on both a teacher and a student. Specialists in the field of social design need to be able to make decisions in conditions of uncertainty and social risk, to be creative and inventive, as well as to have special knowledge in the field of design, to possess methods of organizational psychology and psychology of labour activity [1]. The article considers technologies to form the project competences among future specialists in the field of social engineering, aimed, as a certain setting, at developing and implementing specific projects to solve socially significant problems of the society.

Abstract
The article deals with the impact of the ongoing sociocultural transit (transition to a knowledge society) on the purpose and content of preparing future teachers in pedagogical universities for activities aimed to strengthen the student health. The methodological basis of the study are: concepts comprehending the nature of the current stage of the mankind sociocultural evolution; a holistic approach to design pedagogical systems; modern concepts of teacher training in the field of preserving and enhancing the children and youth health. Based on the essential features of the knowledge society highlighted by science, the author concludes that the constitutive quality of the society subject is the desire for creativity. So, the most important moment of professional pedagogical education in modern conditions is to form the future teacher's readiness for health-building activities. This activity, in contrast to health-preserving one, is, first, internally motivated and, second, aims the subject to expand the abilities inherited in nature. To train health-creating in a pedagogical university student involves forming a health-building culture, or a program of lifestyle and professional activity, which manifests itself in readiness and ability to preserve and increase the inherited natural potential, to organize the development of his own personality, and the personality of his pupils according to requirements of the Federal State Educational Standard in the field of health protection and promotion of students. The structure-forming element of this culture is the ideal of health creation, which sets the pattern of behavior with the goal of using efforts to promote health for the personality self-construction. Training the health creation activity of a pedagogical university graduate involves restructuring the curricula of pedagogical universities, inclusion of transdisciplinary disciplines in them.

Abstract
Teaching a foreign language at a technical university requires more and more effective means, methods and techniques for introducing and consolidating professional vocabulary. Many Russian and foreign authors devote their works to this topic. However, there is a need to generalize and systematize the described experience, which will allow planning an effective educational process in modern changing conditions. Reducing the time to learn a foreign language and the rapid introduction of electronic teaching aids in the educational process are additional new conditions that can affect the result. After studying the literature on the topic and analyzing our own and author's experience, we can conclude about the most effective means and methods of semantization, and primary fixing of professional vocabulary nowadays. Working with terms is of particular importance for this study. The complexity of this process is determined by the fact that first-year students do not have sufficient vocabulary in the professional field. Semantization in this case becomes a full-fledged introduction of a new concept into the professional lexicon of a future specialist.

Abstract
The decree of the Government of the Republic of Uzbekistan defines the strategy goal for 2017– 2021: increasing the reform effectiveness, creating conditions to ensure comprehensive and accelerated development of the state and society, implementing prior directions for the country modernization, and liberalizing all spheres of life. As it's known, almost in all countries of the world innovation in the education system becomes a priority on the bases of on modernization of the country. We can move on to a new path of development both in science and in production only through education. Creating an effective system of professional higher education, searching and applying a qualitatively new educational and scientific system meets the modern requirements of the spirit of the time. The education system is the basis of the cultural and spiritual reproduction for any society; the society is laying its future just in this area. Education in its educational essence is directed to the main wealth: children, younger generation, and youth. It is gratifying to note that until now, changes in the education and science system have taken place in accordance with the historical realities of the whole world, and our country, in particular. To maintain a unified educational space, implement the continuity of state standards at all education levels and steps, the Government of the Republic of Uzbekistan has approved «The National Program for Personnel Training». It defines an obligatory minimum of educational content, requirements for the training level, and assessment of the knowledge quality of children graduating primary school, a basic curriculum and approximate programs. A modern graduate, a future primary school teacher, should be prepared to work in the system offered by the situation. The article considers theoretical foundations to solve the problem of forming intellectual skills, which are widely represented in a number of psychological and pedagogical studies; reveals the content of the didactic activity skills of the educator and primary school teacher; substantiates the structure and components of the primary school teacher didactic activity. The author gives recommendations to form the didactic activity skills of a primary school teacher.

Abstract
There are various theoretical concepts of consciousness, both in Russia and abroad. The research problem exacerbates with the fact that sometimes so-called artificial intelligence is taken as a research model of consciousness. The article examines the interaction of artificial intelligence and human consciousness. The comparative analysis foundation is the quantum level of consciousness, that is, the quantum theoretical concept based on the concepts of mathematicians and modern physicists. This paradigm of the exact sciences is fundamentally different from the humanitarian paradigm based on philosophy and psychology. The proposed approach makes it possible to deal with the physical meaning and mechanisms of consciousness at the quantum level. We consider it necessary to emphasize that there are deep parallels in functioning the consciousness and artificial intelligence. Psychologist K. Jung and physicist V. Pauli discussed similar parallels between the idea and matter. We analyze the positive and negative aspects of the joint interaction of consciousness and artificial intelligence (AI). The significance of synergetics, an interdisciplinary science, is revealed in it. As, inherently consciousness and artificial intelligence are at a quantum level, these phenomena are subject to both general and distinctive laws of functioning. There is an uncertainty principle, the meaning of which is as follows: if exactly one parameter in the system is defined, then other parameters cannot be determined. They are indefinite. This aspect is mobile. An analysis of some aspects of uncertainty is done. The prospects to develop and use the artificial intelligence in criminology are substantiated. We are more pessimistic about the artificial intelligence development and application in criminology. It has no «I» personality status. Although it can be «subordinated» to the laws of different levels. Using AI for legal proceedings is problematic. But for operational search activities in functioning AI, there are great opportunities. For example, in anti-crime programs: recognizing appearance from photos and videos, predicting individual criminal behavior. In this case, the specialist consciousness is free of the routine work, and, consequently, a person can work more creatively and pay attention to ethical problems, which is naturally inaccessible to AI.

Abstract
The article reveals the concept and approaches to the content of individual consulting work with candidates for substitute parents, carried out during their training course allocating its stages. The most important factor of the individual counseling organization is possessing various techniques by a specialist working with substitute families used to study problems, help and support candidates for substitute parents, including in the process of their further psychological support. The experience of individual counseling of candidates for substitute parents has shown that it can significantly increase the effectiveness and improve the quality of the training process by creating an atmosphere of mutual respect and trust in learning, which is an important component of psychological and pedagogical competence in children upbringing. Using the individual advisory activity in the process of training candidates for substitute parents in the psychological and pedagogical work with a substitute family is relevant due to emerging crisis trends in the «secondary orphanhood» sphere, because the most candidates for substitute parents are not sufficiently prepared for the difficulties and problems arose immediately after a child adoption into a family, as the practice has shown. The research concludes that the individual advisory activity in the process of preparing candidates for substitute parents contributes to a deeper understanding of motives and purposes of child adoption, determining the available resources and possible risks associated with a new family role, as well as informed, responsible decision-making and achieving goals in upbringing an adopted child.

The article presents the research results on developing the preparedness for professional self-determination of hearing impaired students taught according to the secondary vocational curriculum education programs, as a part of extracurricular activities. The study is relevant due to the professional self-determination for hearing impaired students is essential under their choosing a professional trajectory, career building, self-realization, social adaptation and comprehensive rehabilitation. However, studying vocational guidance issues of this category of students revealed a low level of the professional self-determination process and, as a result, difficulties to master training programs. First-year students have generally demonstrated low levels of motivation development for learning, poor training in specialized disciplines, and limited knowledge about their future profession. Nowadays, there is an objective need to elaborate effective methods for the professional self-determination development of hearing impaired students in an inclusive educational process. To solve the problem outlined above, an analytical review of publications devoted to studying issues of professional self-determination of students with auditory deprivation has been done, the essential aspects of professional self-determination are defined, a diagnostic technique system is compiled, which reveals the professional self-determination current level of students with hearing impairment. The pedagogical work system on the development of readiness for professional self-determination of hearing impaired students was designed based on modern normative legal acts regulating career guidance work with students, research results by specialists involved in this field of knowledge, as well as taking into account the outcome of a practical study. This system includes the goal, objectives, principles, stages, directions, techniques, methods and forms of involving students with hearing impairment in professional directed extracurricular activities that contribute to the most effective formation of readiness for professional self-determination. The elaborated system was implemented in the practice of the university inclusive environment based on the Institute of Social Technologies, which has multiyear experience in vocational training of people with disability health. More than a half of the students of the Institute of Social Technologies have various hearing impairments. By the results of implementing the system, recommendations were formulated to create conditions to develop professional self-determination of students in extracurricular activities. Its usage will allow teachers in educational organizations to arrange more effectively vocational guidance work with hearing impaired students.

Abstract
The article is devoted to the stress of innovations, which is one of the main difficulties in the life of students and teachers in modern education. In addition to educational and professional stress, it is important to take into account the stresses of personal development and interpersonal relationships that are associated with «personal» or «intimate personal», as well as social aspects and levels of relationships in human life. The authors reveal the concept of the stress of innovations occurred and developed both in the process and as a result of introducing innovations. For students and teachers, innovations are both a situation generating stresses and crises at the personal, interpersonal and organizational levels, and a way to overcome such stresses, problems, and development crises. The study focuses on the prevention and correction of didactogenias (pediogenias and matetogenias in students and teachers). Various didactogenias are involved in the formation and development of personality, interpersonal and organizational stress disorders and crises, including innovation stresses. Stresses are a serious problem in the life of a modern person. They affect the physical, mental, social and spiritual and moral health of people. The work main objective is to study the extent of the stresses of innovations in universities and schools affected the academic and professional success of students, the activity of teachers, as well as their personal, interpersonal and organizational health. It is important to note the relationships of causes and consequences, as well as manifestations of the stresses of innovations arising in teachers and students at the personal, interactive, educational and organizational levels. It is significant as well to emphasize the need for systematic work to prevent, correct and overcome the stress of innovations. The authors consider the moral, social, physiological and psychological techniques to overcome stresses. They outline and propose various methods to control stress (prevent and overcome it). It is necessary to practice effective and productive methods of stress management both during the training process, and frameworks of special events.

Abstract
Introduction. The article examines the theoretical and methodological foundations to form personality qualities of a future doctor in the light of the education philosophy, theory of pedagogics and principles of training students in a medical university. The conceptual apparatus is studied based on which the problem of to form professional, moral and psychophysical qualities of a future doctor can be effectively solved. The author proposes various approaches to understand the problem of human integrity, to use new teaching technologies in the medical education system. The paper discusses issues of high-quality training of a future specialist for his professional activity, which is impossible without developing appropriate personal characteristics. The article objective is to consider the problem of forming a comprehensively developed and humane personality of a future doctor in the process of university education, upbringing and behavior based on professional medical ethics. Methodology and research methods. The author applies the dialectical methodology, development principle, systematic approach, deductive and inductive scientific methods, axiological principle to consider professional, moral and psychophysical characteristics of a future doctor from the perspective of educational philosophy and pedagogical theory. The study results. The article discusses the conceptual apparatus necessary to investigate the pedagogical foundations of human development, disclosing the problem to form the personal qualities of a professional by a medical profile. The moral, ethical and psychophysical qualities of a person formed in the process of general professional, socio-humanitarian and physical-sport training are examined. The positive experience of the Department of Physical Culture and Healthy Lifestyle at Altai State Medical University to form personal professional, moral and psychophysical qualities of a future doctor is summarized. The author presents the scheme «Transforming the levels of a complete personality formation (evolutionary and pedagogical aspects)» at the standpoint of organizing a healthy lifestyle in a university and forming professional and moral qualities of young specialists in a medical university. Conclusion. Theoretical and methodological aspects of the personality formation and development of a future medical specialist are not sufficient studied yet in the professional education of higher education at the stages of modern reforming. In this regard, further consideration is necessary both epistemological and praxeological problems of professional medical education.
