The scientific library in the architecture of the educational ecosystem for training personnel for technological sovereignty

Abstract

Introduction. The relevance of the study is driven by the need to shift higher education towards an interdisciplinary model of personnel training capable of ensuring Russia’s technological sovereignty, as well as by the development of open scientific infrastructure and the integration of research data. Traditional educational approaches lag behind the rapid renewal of knowledge, necessitating a reassessment of the role of research libraries and open educational resources within the emerging ecosystem. Purpose setting. The aim of this work is to substantiate the place and functions of the research library in the architecture of the interdisciplinary educational ecosystem as a system-forming integration hub in the context of the development of open access resources. Methodology and methodology of the study. The methodology is grounded in systemic, interdisciplinary, and ecosystem approaches. The empirical basis of the study included policy documents, scholarly publications on library transformation, as well as an analysis of Russian and international practices in building information environments. Results. The study proposes a four-level architecture of the educational ecosystem, in which the infrastructural core is formed by research libraries and OER. Three types of interdisciplinary open resources are identified. It is shown that libraries are transforming from passive repositories into active integration hubs (digital hubs), performing the functions of expertise, navigation, overcoming communication barriers, and initiating the creation of new resources. Conclusions. The practical significance of the model lies in its applicability by universities and libraries for designing frameworks and tools to support interdisciplinary learning. The developed concept constitutes a theoretically grounded instrument for the transformation of libraries in the context of the challenges of technological sovereignty and the development of open  science.
