Modeling the systemic management of a municipal unit strategic development

Abstract

The article examines cybernetic modeling of the systemic management of the municipality strategic development in the Russian Federation. According to the Federal Law of the Russian Federation No. 172‑Fz on 28.06.2014 «On Strategic Planning in the Russian Federation»and Federal Law No. 131‑Fz, the local self-government bodies form the Strategies of the socio-economic development of their own territory depending on the natural-climatic and socio-economic features. They create municipal programs and projects in strategic directions, growth points that ensure the strategic development of municipal education, taking into account the Strategy of the subject of the Russian Federation and Presidential Decree 204 dated May 7, 2018 «On the national goals and strategic objectives of the Russian Federation development for the period up to 2024.»The problem of modeling municipal education as a research object, and presenting the process of systemic management of strategic development of this type of objects will allow the local authorities to predict the state of the object and its strategic directions, as well as determine the level of its development. The process of the object and its strategic directions systemic management is carried out by making effective decisions, analyzing two groups of indicators: quantitative (how many activities are approved and how they are executed); and qualitative (how the indicators have changed while implementing program measures). This cybernetic and mathematic model of the object systemic management allows those responsible for the result to make objective managerial decisions to achieve indicators of the object strategic development.
