RELATION BETWEEN INFORMATION AND ICT-COMPETENCIES, THEIR SIGNIFICANCE FOR MILITARY OFFICERS

Abstract

The article deals with the competences thatare considered to be the key ones in respect to the frame-work of the general informatization of the society and the constant growth of the importance of information counteraction. The author indicates certain complexity when identifying the formation of competences in the system of higher military professional education and the necessity to develop a universal categorical apparatus for outlining the level of competence formation. In the conditions of information impact on the citizens of our state from the outside, it is necessary to be able to timely navigate the information flow, analyze the information received and transform it for further broadcast. Servicemen, performing a number of specific tasks to protect the interests of the state and society, are also subject to this influence. As the key competencies under consideration, the author singles out information and ICT competence. The article provides basic concepts in the field of information technology. Disclosing the notion of information competence indicates the presence in a number of studies of the erroneous interpretation of terms competence and competence. In the analysis of information competence two distinct positions are expressed clearly in the understanding of the content of the information competence itself, based on the analytical side of information and its technical way of obtaining and processing. The relationship between information competence and ICT competence is established, it is pointed out that in essence, ICT competence is an integral part of the broader in the sense of information competence and reflects the technical side of the search, processing and transmission of information. The author gives a schematic relationship between these competencies and human competence. On the basis of the theoretical analysis carried out by the author, more precise definitions of information and ICT competence are given.
