Russian youth policy in the field of digitalization: current trends

Abstract

Introduction. Digitalization and modern media are an integral part of the daily lives of young people and their natural environment for communication, self-expression, and personalized consumption. Therefore, the issue of state youth policy in the field of digitalization is extremely relevant, affecting both the training of young highly qualified personnel and the transformation of the education system. Purpose setting. The article aims to analyze the mechanisms for integrating state youth policy and informatization in the context of the formation of a «digitally mature» society. To achieve this goal, the following tasks are addressed: analysis of the regulatory framework; identification of specific forms and methods of interaction with young people within the framework of national and federal projects; analysis of the integration of digital achievements into the education and upbringing system. Methodology and methods of the study. The author of the article relies on a systemic-institutional approach and uses such methods as legal analysis, content analysis, systems analysis, secondary analysis of statistical data, monitoring of internet communications, as well as the case study method. Results. A comprehensive regulatory framework has been identified, including the «Strategy for the Development of the Information Society in the Russian Federation for 2017–2030,» as well as the national projects «Youth and Children» and «Data Economy and Digital Transformation of the State.» This framework represents an interconnected system in which technological infrastructure enters into a symbiotic relationship with educational practices. At the same time, risks associated with the use of artificial intelligence and neural networks in the educational process have been identified, requiring administrative decisions. Conclusion. Russian youth policy in the field of information technology is creating a successful technological infrastructure for developing digital competencies and patriotic education, and it also facilitates the career advancement of young people, ensuring the achievement of «digital maturity» of society and technological sovereignty. However, the widespread implementation of artificial intelligence and neural networks requires the development of systemic legal and regulatory frameworks that would prevent intellectual passivity and the diminished cognitive capabilities of young  people.
