Изучение нормативно-правовой базы экологического обеспечения военной деятельности необходимо военнослужащим, с одной стороны, для эффективного управления природоохранной деятельностью, с другой – для оценки, анализа и прогноза возможных вариантов мероприятий и их целесообразности с точки зрения соблюдения требований действующего экологического законодательства РФ и приказов Министра обороны (МО) РФ. Для того чтобы эти способности стали неотъемлемым компонентом профессиональной деятельности военнослужащего, эколого-правовое обучение должно проходить на межпредметном уровне взаимодействия между дисциплинами всех учебных циклов и модулей. Цель исследования состоит в разработке организационно-методических рекомендаций для формирования эколого-правовой культуры в образовательном процессе военно-инженерного вуза. Методология. Основанием разработки методических рекомендаций для формирования эколого-правовой культуры в образовательном процессе военно-инженерного вуза послужили идеи интеграции профессионального и экологического образования (А. В. Гагарин, Е. И. Чердымова). Результаты и обсуждения. В тексте представлено обоснование отбора необходимого и достаточного содержания руководящих и нормативных документов для формирования эколого-правовой культуры в образовательном процессе; авторский взгляд на специфику реализации общедидактических принципов в системе военного образования; раскрыто содержание понятия «эколого-правовая культура военнослужащего»; описана методика изучения нормативно-правовой базы экологического обеспечения военной деятельности для повышения эколого-правовой культуры военнослужащих; даны общие организационно-методические рекомендации по их изучению в рамках экологического образования в военно-инженерном вузе; приведены примеры учебных заданий. Выводы: изучения нормативно-правовой базы экологического обеспечения военной деятельности должно носить системный характер. Реализация принципа прикладной направленности профессионального образования предполагает изучение эколого-правовых вопросов применительно к служебной, эксплуатационной и военно-педагогической деятельности военнослужащих. Ожидать повышения эколого-правовой культуры возможно, если изучение нормативно-правовой базы экологического обеспечения военной деятельности будет направлено на усвоение требований основного перечня нормативно-правовых актов; формирование умения выделять экологическую составляющую в мероприятиях военной деятельности; применение положений действующего экологического законодательства при выполнении сложных комплексных научно-исследовательских работ военно-инженерного профиля.

Relations arising in the field of environmental protection at military facilities are regulated by international treaties, laws and regulations of the Russian Federation (RF) and its subjects, standard and methodological documents of the Ministry of defense of the Russian Federation. The study of the legal framework for environmental support of military activities is necessary for military personnel, on the one hand, for the effective management of environmental activities, on the other – for the assessment, analysis and forecast of possible options and their feasibility in terms of compliance with the current environmental legislation of the Russian Federation and the orders of the Minister of defense (MO) of the Russian Federation. In order for these abilities to become an integral component of the professional activity of the military, environmental and legal training should take place at the interdisciplinary level of interaction between the disciplines of all training cycles and modules. The research aims at development of organizational and methodological recommendations for building ecological and legal culture in the educational process of military engineering Institute. Methodology. The basis of methodological guidance for building ecological and legal culture in the educational process of military-engineering school was the idea of integration of professional and ecological education and the position of a systematic approach that components of the educational process are in correlation with each other. Results and discussions. The article deals with the method of teaching the regulatory and legal basis for ensuring the environmental safety of military activities in the framework of the discipline «Ecology»on the example of Omsk Automobile Armored Engineering Institute. The text presents the rationale for the selection of the necessary and sufficient content of guidelines and regulations for the formation of ecological and legal culture in the educational process; the author»s view on the specifics of the implementation of General didactic principles in the military education system; the content of the concept of «ecological and legal culture of the soldier»; the article describes the method of studying the legal framework of environmental support of military activities to improve the environmental and legal culture of military personnel; General organizational and methodological recommendations for their study in the framework of environmental education in the military engineering University; examples of training tasks. Conclusions: the study of the regulatory framework for environmental support of military activities should be systematic. The implementation of the principle of integration of the content and methods of activity involves the study of applied environmental and legal issues in relation to the service, operational and military-pedagogical activities of military personnel. It is possible to expect an increase in the environmental and legal culture if the study of the regulatory framework for environmental support of military activities is aimed at: mastering the requirements of the main list of regulatory legal acts; formation of the ability to identify the environmental component in the activities of military activities; application of the provisions of the current environmental legislation in the performance of complex research and development of military engineering profile.
